Buckaroo FlatsUkaih, Oregon Buckaroo Flats Ranch The Umatilla County Assessor’s map lists the ranch at 12,983 +/- acres. Location The ranch is just over 7 miles south and west of Ukiah. Driving time to Pendleton, Oregon, (to the northeast) is about 90 minutes. Access is off highway and by USFS roads to the property. Elevation and Rainfall The elevation ranges from approximately 4,100 feet to 4,604 feet with rainfall varying from about 15 inches to 35 inches. Frost-free days number from 60 to 110 annually. The winters are cold with a deep snow pack accumulation. Precipitation occurs in the mountains throughout the year. Snow melt provides most of the water for creeks and meadows. In winter, the ground is covered with snow much of the time. Chinook winds, which blow downslope are warm and dry, and often melt and evaporate the snow. Timber This unit has been used mainly for timber production. The owners have practiced selective cutting over the years, so it provides good cover and food for many kinds of wildlife. The principal timber species is Ponderosa Pine, with lesser stands of Douglas Fir, White Fir, Tamarack and Lodge Pole Pine. An actual Cruise has not been made. Most of the timber is in stands that are young and vary in age. The forested areas of the ranch meet state reforestation requirements with good levels of reproduction. Neither seller nor his agents make any warranties to the quality, volume, or quantity of timber. Prospective buyers are encouraged to make their own inspections, volume quality and other due diligence prior to submitting an offer. Recreation This unique property offers a very large, well-blocked area interlaced with creeks, timber, meadows and open areas that offer peace and quiet without interference from the outside world. The hunting is excellent for deer, elk and bear. There are cougar, bobcats and a host of other small wildlife. Grouse and turkeys provide bird hunting. The land has been managed for a hunting ranch for deer and elk. Hunters from all over the United States have harvested quality trophy animals. A hunting guide has rented this property for a number of years. The current lease on the 9,167-acre parcel is $5,760 from June 10 until September 30. The current lease on the 6,206 acres is $4,164 from June 11 to Sept. 30, which includes additional land. Fences Two area cattle ranches each rent a parcel of land for summer pasture. One parcel is 9,167 acres, and the other is 6,206 acres. Each of the ranchers repairs and keeps the fences in shape on his allotment. Fences are in fair to good condition. The BLM is in the process of building a new fence along the west boundary that will be shared by the landowner. This has not been done to date. Taxes The Umatilla County real estate taxes for 2005 were estimated at $19,108.81. Mineral Rights The former owner retained all mineral rights; therefore, no mineral rights are available with the sale of this property. The current seller was offered a window to buy the mineral rights, but did not accept the offer. Thus, there still may be an opportunity to buy them. Roads The owner is in the process of building a road system to the property that involves a land trade. The roads through the property are old logging roads that for the most part are in good repair. Several rock pits exist with good quality rock that has been used over the years to repair the roads. There is a site for a 2,000-foot air strip. There is a home site that has a great view of the mountains that is located to the south and east. Area The property is primarily ridgetop with lots of meadows and timber. It has five creeks: Deer Horn, Five Mile, Rush, Jericho, and Buckaroo. All of the creeks eventually drain into the North Fork of the John Day River System. There are numerous ponds and springs throughout the property. This is one of the largest blocks of premier hunting property and recreational units in Eastern Oregon. It is located in the Blue Mountains. The property is within a 90-minute drive from Pendleton, Oregon, and a 4.5-hour drive from Portland, Oregon. Hunting This ranch is located within the Heppner Wildlife Management Unit. It supports a large herd of elk, and the land has been rented to a big game outfit for the past several years. In the past, because of the size of the property, and management unit area, the Oregon State Wildlife Commission will award deer and elk Land Owner Preference Tags, (L.O.P.) The exact number of tags will be worked out between the Oregon Department of Fish and Wildlife and the landowner. This unit provides a secluded location with no public access, which is very unusual for a tract of this size. The break land with its rimrocks and steep side hills provides excellent habitat for mule deer. The elk habitat is excellent, with good cover in the timber and lots of meadows for grazing. This land provides lots of other opportunities for recreation, such as snowmobile riding, cross country skiing, horseback riding, four-wheeler and bike riding or hiking. The fishing in the area is good with Five-Mile Creek, Camas Creek, and the North Fork of the John Day River. Zoning County zoning is regulated by the State of Oregon, and farm and agriculture zoning discourages development of agriculture and forest lands. This is accomplished through mandating large parcel sizes for home-site development, and very strict environmental and building codes. The zoning for this parcel is two parts. The first is grazing/forest that allows for a minimum lot size of 160 acres. The other zone is grazing/forest with a “Critical Winter Range” overlay. There are certain restrictions with regard to the critical winter range overlay zone (CWR) that are imposed to conserve and protect elk and deer winter range.
